Risk Level: Three - Caution

In 2024, South Korea started warning of GPS interference in the north of the country, likely originating from North Korea, advising pilots to watch out for ops to the Seoul airports of RKSS and RKSI. It’s especially important to watch out for GPS spoofing here - it’s right next to the border with North Korea and a bunch of prohibited areas which carry chart warnings that say in very clear language that you might get shot at if you inadvertently enter.

South Korea previously had warnings in place due to the risk posed by unannounced North Korea missile launches and regional volatility. A US Notam on GPS interference expired on May 27, 2019.

Major events:
May 2024: Member report of GPS spoofing into RKSS/Seoul on approach to RWY 32R. They disabled hybrid and deselected GPS after seeing the risk reported on ATIS.

THOSE PERSONS DESCRIBED IN PARAGRAPH A BELOW ARE ADVISED TO EXERCISE CAUTION WHEN FLYING IN THE INCHEON FIR (RKRR), ESPECIALLY NEAR SEOUL, SOUTH KOREA, DUE TO POSSIBLE INTERFERENCE WITH, OR DISRUPTION OF, THEIR GPS NAVIGATION SYSTEMS.

A. APPLICABILITY. THIS NOTAM APPLIES TO: ALL U.S. AIR CARRIERS AND COMMERCIAL OPERATORS; ALL PERSONS EXERCISING THE PRIVILEGES OF AN AIRMAN CERTIFICATE ISSUED BY THE FAA, EXCEPT SUCH PERSONS OPERATING U.S.-REGISTERED AIRCRAFT FOR A FOREIGN AIR CARRIER; AND ALL OPERATORS OF AIRCRAFT REGISTERED IN THE UNITED STATES, EXCEPT WHERE THE OPERATOR OF SUCH AIRCRAFT IS A FOREIGN AIR CARRIER.

B. PLANNING. THOSE PERSONS DESCRIBED IN PARAGRAPH A (APPLICABILITY) PLANNING TO OPERATE IN THE INCHEON (RKRR) FIR SHOULD BE PREPARED TO USE NON-GPS-DEPENDENT NAVIGATION AIDS; MUST REVIEW CURRENT SECURITY/THREAT INFORMATION AND NOTAMS; AND MUST COMPLY WITH ALL APPLICABLE FAA REGULATIONS, OPERATIONS SPECIFICATIONS, MANAGEMENT SPECIFICATIONS, AND LETTERS OF AUTHORIZATION, INCLUDING UPDATING B450.

C. OPERATIONS. EXERCISE CAUTION DURING FLIGHT OPERATIONS. DURING EARLY APRIL 2016, THERE WERE MULTIPLE REPORTS OF CIVIL AIRCRAFT EXPERIENCING GPS NAVIGATION SYSTEMS INTERFERENCE AND DISRUPTION IN THE VICINITY OF INCHEON INTERNATIONAL AIRPORT (RKSI). SIMILAR INCIDENTS OF INTENTIONAL NAVIGATION INTERFERENCE/DISRUPTION OCCURRED IN 2013. THOSE PERSONS DESCRIBED IN PARAGRAPH A (APPLICABILITY) MUST REPORT ANY GPS INTERFERENCE OR DISRUPTION TO THE FAA AT AEO-CITEWATCH@FAA.GOV OR +1 202-267-3203 OR 1-844-412-1794.
