Risk Level: One - Do Not Fly

On Nov 11, 2024, two aircraft were hit by gunfire on approach to MTPP/Port-au-Prince. The first, a Spirit A320 enroute from KFLL, was hit on short final to Runway 28 at around 1100 LT. Damage was significant, with multiple rounds entering the fuselage, avionics bay, engine, and cabin. The second aircraft, a JetBlue A320, later discovered a bullet hole after returning to KJFK.
Operations at MTPP were suspended following the incident, and Haiti remains a high-risk environment for civil aviation ops. The FAA currently prohibits US operators, US-registered aircraft, and FAA-certificated pilots from operating below 10,000 ft MSL in defined areas of Haitian territory and airspace due to ongoing security risks. Several other countries have issued similar warnings. SafeAirspace.net continues to rate Haiti at Level 1 - Do Not Fly.

THOSE PERSONS DESCRIBED IN PARAGRAPH A (APPLICABILITY) ARE PROHIBITED FROM OPERATING AT ALTITUDES FROM THE SFC-9999FT MSL IN THE TERRITORY AND AIRSPACE OF HAITI SOUTH OF 191000N AND NORTH OF 182000N BETWEEN THE HAITI/DOMINICAN REPUBLIC BORDER AND 0730000W AND WITHIN 15NM OF 191000N0723100W DUE TO SAFETY-OF-FLIGHT RISKS ASSOCIATED WITH ONGOING INSTABILITY.
A. APPLICABILITY.
